Every citizen of the world in "Please Press One" had to wear a personal bar code bracelet so that the mighty Data Universal could better serve the populace. The picture above is one of the actual bar code bracelet props worn by one of the many background extras in the episode.
And no...the quarter is not part of the prop (money was outlawed by Data Universal after all). The quarter is just there to give a gauge of the actual size.
